In the couple of years before the Nomad Invasion, there has been some serious clahes between Darokinian (Akesoli) prospectors and Atruahgin warriors. The agents of Hosadus have been around a long time, and they have exploited this by supporting those factions that are for militant action against the Darokinians. In the first month of the war this work, and some old-fashioned bribery has convinced four of the tribes to join the war. Two are still hesitant, whereas one of the tribes follows a moderate faction. During the Invasion of Akesoli the Nomads gathered together all Atruaghinian "nationals" in the city (there was an Atruaghinian district/slum) and very politely escorted them to the plains, with a lot of gifts. So, this is the background of the Atruaghin invasion - not actually an all-out war effort, the tribes are functioning more as raiders or mercenaries.
