According to the B1-9 compilation, the Caves of Quasqueton could be anywhere in western Karameikos: the PCs may get a map from an agent of the Black Eagle. However, the background given for the full B1 module seems to fit better the northern regions of Darokin, perhaps east of Corunglain, and near the Orclands, as you need some kind of barbarians to the north of a borderland area, and some orcish tribes.
