I will agree with the Dungeon Master! The Nightwing is under the control of the Supreme Judge (in this case, Dolores). Moreover, I think this is a secret kept by the Council of Princes, not just the Supreme Judge alone, and perhaps those pesky Glantrian bureaucrat ministers, who work for the Supreme Judge. Perhaps there is a magical treasure/artifact that controls the Nightwing, which is passed on to the Supreme Judge upon selection. (Of course, considering this is Glantri, this "Supreme Judge's Sceptre of Nightwing Control" probably has some curse or secret power or at least magical quirks, known only to those pesky Glantrian bureaucrat ministers.)
