Perhaps it is not that easy to conquer new lands: while the original baronies were quite void of population, so no one opposed the arrival of the Ispan colonists, the rest of the Savage Coast is held by powerful nations, most of them technologically/magically advanced enough. Maybe the easier route of expansion for Torreon and Narvaez is actually inland, in the Pampa. However, the true reason why Torreon and Narvaez have not yet expanded is that they have existed in their current form only for a few years: the whole baronies are a century-old colony, and have been fighting among themselves, with the goblinoids and with Hule for 3/4 of that time. Torreon, for example, was founded only in 941, then up to 968 it was busy fighting with its neighbours, Alcazar, Cristobal, Morales and Elegidos. Then the Torreoner tried to expand in Terra Vermelha. So, up to 970, Torreon was really too involved in local politics and war. Basically, only Texeiras and Vilaverde have the combination of a stable government, a good navy, and a merchantile social class that is needed to support the successful establishment of oversea colonies. They probably see this as a major edge over the other baronies, and try to keep this kind of monopoly of trade. Of course, if the years beyond AC 1010 prove more peaceful than the past, Torreon and Narvaez will certainly try to expand their influence, and a rich burgeois class may emerge to drive these nations into colonial efforts.
