Probably, the idea is that any Halfling land that can be considered native counts for this purpose. At least, that's how I would see it. I don't think blackflame would be found naturally occuring outside the shires, but I do think it would have been revered and exorted to related hin clans beyond that region. So, I would say that Leeha and Alphatian hin clans would probably have Crucibles of Blackflame.
