WOTC said we'd be rid of all those annoying 'complete handbooks' in 3e, but they've made more of them 3e than ever before. After the Player Option rules, I looked forward to a system that was more open and less class-dependent, but I got just the opposite, and with 3.5 already out, I fairly certain we'll be seeing 4e in four years or less, when WOTC/Hasbro find their funds from D&D dropping again. Essentially 4th edition GURPS isn't that different from 3rd, but 3rd edition has remained unchanged for more than a decade. 4th edition mostly puts all those rules spread out over many books into the two books of the basic set. They are pricy, but not so much as D&D quickly becomes. Haven't read all the new GURPS rules yet, but it all seems very consistent with the previous edition. I still feel they called it 4th only to avoid confusion with WOTC's 3.5 D&D (which really is a new edition of the game and not merely a revision, as Monte Cook has said repeatedly).
