My impression concerning HW is that it was design for parties 1) visiting HW from the surface. 2) national parties acting within their nation. Otherwise, the limitations of the Spell of Preservation come into play. The Lighthouse could be used as a sort of HW UN body, bringing multinational teams together to form parties. Things changed with the moving of the Alphatian Continent to HW as a Floating landmass. Alphatians have the advanced culture, technology, and magics to explore. They also have the national character traits to explore, be curious, and conquer. These traits are preserved by the SoP. Alphatia in HW further complicates things. As far as assembling parties, I would let the background material for the campaign do the work for you. There are always exceptions to the rules. Border regions breed a degree of familiarity and common cause betwen opposing peoples. The Immortlas themselves could be a driving force in bringing varying nationals together for a common cause, or perhaps as a divine task. Of course, cultural differences and outright distrust can be used well within a party. It can be as simple as differences in everyday life between cordial partymembers or brewing dislike within a party "forced" into a common effort.
