Ok I'm still workin on it, and this is my umpteenth
revision.

Now I'm going with the idea that in the beginning a
few immortals covered all of the deities portfolio and
identities, and later Odin let other immortals into
his cult to broaden his alliances and better fill each
role.

I have decided to omit the fact that Loki should be
married to Sigyn because it's nearly IMPOSSIBLE to
find a goddess to fill that role (she should be
married to a liar, faithful, kind and patroness of
sacrifice! Where do I find one like this??) and to use
Syn instead in her place (the guardian of Frigg's
hall) identified with Petra.

So what do you think of the updated version?

Why do any of the immortals have to be married to other immortals?  Could they not have a mortal that they keep protected or in their favor?  Could Loki be married to a mortal that he favors above all others and she has been by his side long enough to adopt a patronage even though she is not really immortal?  Why does the pantheon need to be filled in by all immortal identities?
