I have always hated the concept of an army on winged beasts like the Thyatian RAF. ANd I don't like very much airships neither. In my campaign the easiest way to handle things I didn't like was to forbid spells I didn't want to use. Most divination magic is absent in my campaign, as an example, to avoid having one divinator in every court. Priest spells can be used only in special cirumstances, and most priests would not use them for common practices ("you cannot interfere in the natural process of life and death").
