Wrath of the Immortals muddles up their image a bit - they become much more traditionally villainous, and the utter coolness of Rafiel is somewhat lost. I've written some stuff on a campaign scheme about Shadowelves and Darokinian traders on the list - especially the discussion after that post might be useful to you. One alternative that hasn't been mentioned before is the Two Empires, Alphatia and Thyatis. Basing a campaign explicitly on their recurring warfare might get boring, but secret services of the empires that operate on the mainland are a good source of ideas.
