I'm of the opinion, given the Ochalean peaceful nature that they don't hold that any one element or power dominates the cosmos. I think it's natural for such a people to have the broad arcane skill toolset required for planar and cosmic exploration. The Fire-uber-alles, Air-uber-alles groups (and probably Earth- and Water-uber-alles) would lack the mindset to fully comprehend what was needed. We can hypothesize that some Ochaleans discovered Mystara long ago and it was simply another point on their maps. Possibly discovered during the Blackmoor era, the centuries immediately following the Great Rain of Fire or even sooner. A place of little interest to trade or pleasure seekers. Given that in war (or in the battle for controlling mind share in a populace) everyone hates a neutral party I suspect that anyone staunchly favouring elemental harmony would be called a traitor. Some Fire, Earth and Water people would be in the Air camp, and likewise Air, Earth and Water would be in the Fire camp during the conflict. But probably they would not get very far in the hierarchy because they were not true enough to the party line. At some time during the Alphatian civil war Air spies (or traitors) within the hated neutral camp discovered Mystara and reported back to their leaders. Then was hatched the plot to destroy the Alphatian Homeworld and move only the "best and brightest" to a new world unspoiled by the Fire camp. So, if the Ochaleans had a fleet they probably hid it off-world during the conflict. Perhaps it was an enormous, cosmo-planar trade and pleasure fleet. When the Air faction became victorious they held the Ochalean people as ransom to the Ochalean leaders. "Give us the fleet or your people will all die." The Ochalean leaders capitulated, brought back the fleet, and the emigration cum exodus cum evacuation proceeded. The Alphatian hierarchy probably were forced at some point to allow a meagre number of Ochaleans to make the journey as well... or it's possible the Ochaleans were in the midst of an evacuation to escape the civil war (hmmm...) Following the landfall the Ochaleans were marginalized and abused.=20 After 1 or 2 centuries the leadership "bought" (brokered a political deal that is) the island we know as Ochalea through the Grand Council. Possibly this land was chosen because of it's central location between Brun, Minrothad, the Isle of Dawn and Davania. Could also have to do with a native Oltec population. The area is labelled as "oltec savages" on one map. Doesn't mean it's entirely pure Oltec.=20 There could be surviving Sinoltec here. Plus Lupin and Rakasta of course.
