First off, I'm not trying to step on your individual campaign. Just my opinion. I haven't played in ages. I am just a lurker here nowadays. I don't even have direct access to my Mystara materials. So bear with me on details and such. I'm working from memory here. If I recall correctly, Freiburg is a fairly sizable capital city, around 20-30k. Given that it is the capital of the Heldannic Knights, it should have a sizable military contingent. Given the city's role as a trade center and the Thyatian attempt to take it that you mentioned, it is even more feasible that a strong military force is stationed within and/or reinforcements near at hand. If memory serves, an Alphatian Man-o-War holds a mixture of about 200-300 marines and boltment. I don't recall if the sailors or marines man the catapults and ballistae. Regardless, 200-300 marines is a small force to attempt to take a city as large as Frieburg. In addition, the Man-o-War's advantage is undermined by the probable presence of HK warbirds. Given the high monetary cost of a Man-o-War and the prestige associated with the Air Fleet, the Imperial Throne probably would not send a single Man-o-War...risk versus reward. Ultimately it is your campaign and your decision.
