The whole point in introducing Alphatia is to offer something for the =20 players, and the end result is determined by their choices, the =20 responses of the world (me and the stuff that has collected on =20 mountains of paper, and the contingencies brought in by the dice. =20 (Sometimes a surprising dice result can catalyse a whole new twist in =20 a story.) This topic was actually discussed a bit more on an earlier thread on a =20 Niflheim adventure I sent ot the list last autumn. As for the Alphatia in our campaign - sure enough, there is crime in =20 Sundsvall. (Actually, many things the PCs would consider "crime" would =20 be legal there.) Still the official line of Alphatian policy is to =20 maintain at least the facade of crimelessness (again, in our =20 campaign). And my whole point is that I don't want to predesign =20 Alphatia. It is only if the players decide to get interested that =20 we'll begin to fill in the blanks. Still, in the constraints of our campaign it is highly unlikely that =20 they'll find the time to get all worked up about Alphatia. They are =20 preparing defences against a great threat that's coming (that =20 storyline has 15 year long roots in-campaign, 18 years in RW). I always kind of liked a modified version of the shark for a special forces role. It is bassically a sub as described in DotE, but give it a fly enchantment as well and you have a heavy steel hulled vessel that is useable both above and below the water. It could sneak up virtually undetected (underwater) cause massive damage to any wooden surface ships etc, and quickly and safely transport spys or small numbers of elite troops behind enemy lines. That and because it is quite small and not designed to engage other high magic vessels directly, is quite economic (as far as that sort of thing goes.
