Next week the PCs will have to tackle a group of orkish religious fanatics, led by a prophet of Karaash, who live in the underground ruins of Corun's Glen. I've now got a pretty good idea of what the city looks like. By the way, Aaron's old Darokin timeline seems to have disappeared completely from the Vaults, replaced with the expanded timeline that ends in 21 AC. Also the Zalonikos timeline draft seems to be gone. So there's actually no material left on post 21 AC Darokinian history. Luckily I printed them out before starting my present campaign. I haven't read much of your stuff on the older times, though I managed to glance through Aaron's expanded timeline. But since it is mostly your and Aaron's original work, I have very little idea of how you pictured the transition from the older cultures (Eraeda etc.) to the "Darokinian" culture of the post-AC centuries. I'd guess some modification is in order, otherwise it could be possible to approve two opposite proposals. One possibility is to assume that 80 votes is the minimum required, but the majority of the attending princes is also needed, so one cannot get anything approved by being the only prince present. Otherwise, percentages may be chosen to replace the original numbers, but probably 50% and 80% are too high (maybe 2/3 and 1/3 could go). There is another possibility, you could require 80 votes to pass a proposal and no more then 50 votes objecting to it. What this means is that no proposal that more then 50 princes object to can be enacted, which restricts the ability of the majority to force their will on the minority. Generally it means that no-one is going to try to enforce their view on others because it is relatively easy to strike down any proposal that might be controversial. On the other hand if you need something done thats not controversial not everyone needs to show to get something done. Anybody else read it that way?
