What this means is that no proposal that more then 50 princes object to can be enacted, which restricts the ability of the majority to force their will on the minority. If I remember correctly, I used the voting system that way in our campaign when the council voted on joining the Nomad War. The PCs did a lot of work to rally factions on their side and disencourage opponenents. It was a close call, though.
