Maybe they are just left without spells. Yes, but making artifacts is costly in terms of power points, and Rad, as a self-made Immortal, must have spent a lot of his (not that long) time as an Immortal establishing his own power base and level. However, the point is that, since there aren't many followers outside Glantri, the choice whether he did create the artifact or not will not actually affect the setting (there would be no visible effect). Actually it's because this doesn't violate the "canon" that it's more likel= y to have happened IMO simply due to Occam's Razor, but YMMV. The cost is within his capabilities, and the quest of someone seeking it to= become a Paragon could easily be the culmination of an extended series of = campaigns. In fact it's minimal effect on anyone in the campaign except it's mortal wi= elder, three Penalties and TWO Handicaps, makes it one of the easiest artif= acts to handle longterm.
