He's taken the very basic notions that were written in DotE, and extrapolated them into something you can sink your teeth into. It's written in the old style, so this definitely matches the other materials he's written. He's very open to suggestions, too. I pointed him to the work that was done by the community years ago (those mini-gazetteers on Pandius), and I know he's definitely looked at it.
