It would be a LOT easier logistically to keep one (or similar) sets of mounts as opposed to a widely diverse set. We arrive at the same problems the Aerial components of the modern military have today. For years the military's of the world have desired and sought to create a one-source solution to fit every tactical need in every tactical environment. Unfortunately, this is unrealistic with today's technology. Point being, this becomes even more difficult when you have to use the err... airframes available. Once again, this boils down to logistics. Consider herbivores vs. carnivores. It is a lot easier to support a herbivorous flying mount on a long-range recon than it would be a carnivorous one (perfect for the flying horses). An army still requires a mid-level strike platform for those duties (the griffons/hippogriffs). The heavy-hitters may not have the range but still could cause mass damage over a large area (the dragons). I like the thought of having the Roc's around, mostly because I love the thought of long-range bombers raining pain over massed troops/towns despite the immense caloric (meat) requirements to keep them in the field. I really like the Pegasus idea you used, and may use for a later adventure. I don't dismiss the Pegasai for higher-level/unique characters (PC's) I'm just looking at the orders as a whole.
