Take the character back to the base starting (adventuring age) age for that race. Never saw it in Dragon Mag. Every artifact with this power need not work exactly the same way as every other artifact, even within the same campaign. Some artifacts, if chaotic in nature, may not even work the same with each use. Possibilities: *It restores all aging from non natural effects, such as from encountering a ghost or imbibing a potion of speed or casting a gate spell. *It makes the creature touched X years younger than they were, with X being any set number (i.e. ten years) or range of numbers ( i.e. 1 to 10 years) or a fraction of their current years (i.e. 1/2 of their current age). *As Kursk suggest, it makes the creature the age of a just starting out "young adult" for their race (pg. 13 of the DMG). No effect if the touched creature is already that age or younger. It makes the creature into an infant of its kind. Maybe a combination of the above possibilities, maybe some other way I haven't thought of. Any lost years which move the creature from one age bracket to another will necessitate some math to adjust the characters Strength and Constitution and Dexterity per pg. 13 of the DMG, where required. The DM will also have to decide if the creature retains the mentality (intelligence increases) and memories (wisdom increases and experience levels) of the lost years. The -1 Wis would be debatable.
