Planescape based, Spycraft-esque game

Basically, I am planning on running an episodic, mission based campaign that uses the entirety of the planes as its backdrop. Anyone who has seen the Spycraft rules has probably seen their unique approach to running a session, most notably the breakdown of the adventure into mission briefing, gear acquisition, and then the mission itself followed by debriefing. Many of these elements I am going to cannibalize and convert.

Basically, it can be described as Stargate with a heavy fantasy overdose.

Does anybody have any experience in running a series of unrelated, one shot campaigns, or have any good plot hooks that could be exploited using this system?
