Officially, the hoopak is an exotic weapon that combines a staff with a shortspear and a sling. It can be used to hurl stones or bullets like a sling can (and with the same stats), used as a staff (again, same stats) or (if sharpened) a shortspear. As a double weapon, it can even be used to make an attack with the blunt end and the pointed end.

Kender can use a hoopak if they are proficient with Simple weapons. Other races need to use an Exotic Weapon Proficiency feat to pick it up.

Cheers,
Cam

It's got crappy damage though, especially for small creatures (e.g. kender).

Don't forget it also has this weird noise-making property. When spun, it emits a sort of high pitched, eerie whining shriek. Useful as a distraction or signal, although I'm not sure what, if any, the actual rules for its use are.

The hoopak in 2nd Edition done 1d6+2 points of damage, and was considered a P/B weapon because of the sharp spike at one end and the sling attached at the other. I hope that this information is useful to you, UburGeek. Also, the information that I provided is in the Tales of the Lance boxed set.

It's down to 1d4 and 1d3 for small creatures in 3.5.

The Hoopak stats are included in the Dragonlance DM Screen Pack. I wanna know about other weapons like the whippik and chapak.

Kronn Thistleknott uses a chapak in Key of Destiny. I don't think I gave any of the characters a whippik, though.
