Cultural Bias on the outside world?

Hello mystara fans! A few friends and I grew nostalgic about our first roleplaying days, and decided to go back to old d&d and mystara. One question came out on the first session and we were curious about other players' opinions.

If a native of the Hollow World reaches the outer world, are the cultural bias restrictions (and compensations) still in effect on *him*? We would be tempted to rule for a simple "yes", which would save a ton of questions like "but what happens when he gets back to the Hollow World after gaining two levels in the outer world"...

I would say yes- the bias would still be in effect. However, on the outer world, it might be worth the penalties to buck your cultural traditions if you plan on staying there.

I'd say that the Spell of Preservation is limited to the Hollow World. However, its effects might wear off slowly, so HW natives who spend a short time on the OW and then go back to the HW should still be affected.
OTOH, someone who stays for a longer time in the OW will be free of the SoP -- though cultural bias of the mundane kind will certainly remain.
The definition of "longer time" may vary -- from one month to one year to one level, depending on your tastes.

Interesting question. I'd say this is an excellent tool for the DM depending on where he wants his campaign to go. If the DM runs a campaign of HW characters and want them to explore the outer world for a while and then return, the idea of them losing the benefits they gain from their culture is excellent. If he wants to keep them in the Outer World, it is probably best to let them keep their abilities though.

I like the idea of the abilities and restrictions fading as time movies on as suggested by Agathokles though

If, on the other hand, you don't want to have to think about it, just say that the spell is permanent for people born in the Hollow World, so the character still gets all effects but their children don't. (So if Hollow Worlders establish communities on the surface, they're outside of the spell.)
