I have a wizard in my game (evil WotL) that wants to become a lich.

Any problems/diferences/issues about liches in Krynn?

There's the whole arguement that if he becomes a lich is he still loyal to the WoHS or does he become renegade? That's a decision your player and you will need to determine and make the game more interesting but otherwise lichdom in DL is pretty much the same as any other world.

The arugment tends to be that as long as he obeys the conclave and protect the institution when called upon then he's still considered a WoHS. Or, and I tend to think, that liche's are single minded creatures and are completely selfish when it comes to the matters of the arcane and care not for the politics of the world unless it interfears with their plans. The other theory is that he looses his loyalty to the WoHS because Chemosh granted him his wish to become a lich. Therfore his loyalties to Chemosh become absolute.

All in all it depends on what direction you are going and philosophy you believe in for your game. But a lich in DL is pretty much standard stats out of the Monster Manual.

I view Krynnish liches as being the only undead not under Chemosh's control. Nuitari controls the devotions of all wizardly liches, and indeed, it was Nuitari who invented the process of arcane lichedome....

Because it was mentioned that Liches can be found within the Towers of High Sorcery, it appears that the process of becoming a lich is well known, and perhaps even sanctioned by the Orders of Magic, all three orders perhaps, so perhaps finding Liches whom were former Red Robes seems possible, although I am not so sure about White ones.

A Lich within the towers of High Sorcery would be given all respect and creedence due to his magical power and accomplishments. Perhaps a Lich is tied to places of magical power and cannot leave. If such a lich were to leave, though, he may be under a mandate that he cannot wear his robes or otherwise let it be known what he was or was not. And such a lich would be a target for every Undead hunter, Knight of Solamnia, or perhaps Wizards whom want to steal the Liches library, which would be substantial. It would not be betrayal or anything, as the Orders of Magic are clear that whatever goes outside of the Towers is fair game.
