In general with alot of caution probably. Elves would probably just avoid them unless they teamed up to ambush them. Kreen tend to have some odd ideas by other races standards and would rarely go to a town or city anyway.

It not as rare as you might think.

In Urik when they enter town they are told that Urik is a big tribe and that the laws of the tribe are the laws of the city and so Kreen are well behaved in the city and many are happy to be part of such a large tribe.

In Raam most of the Kreen form a huge lossely knit tribe. In think 1,500 members, that all live in and around the city.

I didn't say Kreen never go to town but just rarely. They don't need to trade for food as they have the whole hunter culture and tend to use minimal manufactured goods they can't produce themselves. Raam-Tek is bit of an exception. Even in town Kreen tend to be rare going by 2nd ed population numbers in a variety of sources.

The average Athasian probably thinks the mantis man would eat him given half the chance.

Most either have a great complication trying to pass the gates, or have a master to respond for.

In Gulg, kreens are usually respected as great hunters, although problems with hunting tribes of the region have brought Lalali-Puy to put a price on non-native kreen's heads outside the city walls.

In my Gulg, one of the ancient Peoples is composed entirely of thri-kreen. These kreen have a special way of mixing in green tints with their newly forming carapace, which make them "more Gulg". They also wear some Gulg jewelry (although quite less than normal Gulgs) and body paints. For the newly accepted members or young ones, an identity stone is given to identify them to their People.

They actually have some information on this in the thri-kreen of athas acessory book maybe not entirely specific to each city but they have general ideas and guide lines to go by and some possible punishments such as kreen usually only go to citys when they haven't eatten for long periods of time, when they do kreen are warned about not hunting in the city walls, if they are caught doing so they are killed on the spot with out questioning. they also say that not many kreen stay in citys long as they prefer the hunting life to life in a city.

As to how each specific city deals with them is anyone guess.
