An idea I've been toying with, inspired partly by some 'evil Five Shires' stuff I saw at the Mystara archive.

One of the events in WOTI involves the Five Shires getting fed up and deciding it's time to deal with Bargle. Canonically, the Five Shires go in, overthrow him, hand him to Stefan, go home.

Well, why go home? The Five Shires are full and the halflings keep cranking out babies, so they need more room. Why not annex Western Karameikos now that they've conquered it? Stefan is little threat and his continual failure to stop his vassal raiding them gives them a great excuse. The Shires clearly need to annex Western Karameikos for their own protection.

Stefan, of course, doesn't take this lying down, but I frankly think the halflings can take him. Especially if Thyatis takes this chance to get revenge on Stefan for backstabbing them and invades Karameikos.

This would be played as 'neutral Halfling Imperium' rather an out and out evil one; self-protection is their motive, rather than global conquest. But it makes for an interesting scenario, I think.

As written, the Hin can take any neighbouring army, except perhaps Thyatis -- and even then, only because the Thyatians are much more common and have more wizards. The Karameikan army, OTOH, is the weaker of all the GAZ nations.

OTOH, if Thyatis is not entangled with Alphatia or some other significant enemy, then the Hin would be one of their first targets -- especially Hin outside the Shires (and therefore without denial ability).
