I need a bit of help for my Planescape campaign

Hey all,

I am running an online Planescape campaign (along with 3 other Forgotten Realms games) on a pretty popular rpg site. At the moment, each of the PCs (an aasimar street thug, a chain devil Sodkiller, and a psionic Blood War veteran) are having a solo adventure. Later on, they will meet.
Anyway, allow me to cut to the chase. I need a few ideas for the main plot of the game. Here is some info for you -- a bit vague, I know. I can easily fill in other details. I just can't seem to bring together the pieces.

Major NPCs:
*May very well change

A pit fiend (or another bigger, meaner baatezu)
An astral deva (she is a fallen angel -- reason pending)

Now, the pit fiend is obviously evil. On the other hand, I want the angel a.k.a. the Fallen One look all good and paladinlike in the PCs' eyes.
It is a deception, of course. She is rotten to the core -- just like the pit fiend. She has her own agenda. People think she is waging a war against devils, demons and all the evil that breed in the planes (she sends prophets and recruiters into Sigil and other planar metropolises to find herself brave warriors for her so-called holy crusades into the Nine Hells & Abyss). The poor souls think they are dying for a righteous cause, while a tanar'ri rips their hearts.
I believe, what I need is some kind of artifact/weapon for her. During these crusades of hers, she and her elite group of mercenaries are in truth searching for this particular item (ancient, unique, powerful, that sort of thing).
She is very ****** off with the gods and princes of light for making her a fallen one (maybe the angel has a right to be angry -- who knows the real story?). The Fallen One will probably use her toy -- when she finds it -- against them. Yes, she most likely won't succeed, but that certainly won't stop her from trying.

On the other hand, the pit fiend has his own motives. Maybe he wants to be more powerful. Maybe he thinks he deserves a promotion, and will supposedly give the artifact to his superiors, thus earning their gratitude.
But no. He will use it to conquer the Nine Hells himself.

The PCs will obviously have a right to choose a side (I say, 90% the Fallen One).

What do you think? Any ideas you can give? How should The Lady of Pain, Githyanki vs Githzerai vs Mind Flayers, Sigil, and perhaps even the Sodkillers and/or Mercykillers be involved? What should this artifact look like?
Or better yet, is Sigil the key to power? Will the Fallen One and the devils try to take the control of City of Doors from The Lady of Pain?

P.S. This takes place AFTER the Faction War.

Just a suggestion, but I would involve the Loths. Because they are cooler then cool for bad guys. Perhaps your fallen angel could be influenced by an Ultraloth who is pulling strings.

Yes, Sigil is the key to power. But if anyone tries to grab too much, we all know what happens. The Lady interveens and you loose.

The powerful weapon that she is searching for...something that allows her to diinish the sway that the gods have outside of their realm. Or...a device that spreads undead deseases. She is trying to find it so that she can bring it to the plaane that she was kicked out of for payback.

Just a few thoughts.

It might be a cool twist to use the True Words introduced in the Dead Gods adventure (not to be confused with truewords introduced in Tome of Magic). If you don't have the adventure it goes like this:
Spoiler for Dead Gods
In the beginning of the multiverse, the first beings created the planes through the use of powerful True Words which they used to speak Creation into existence. There's mention of the First Word which started the beginnings of everything, and Tenebrous (an undead demon prince) gets a hold of the Last Word which unmakes things including gods (hence the name of the adventure). This Fallen One could have acquired another True Word such as the Word of Transition which allows her to rip out souls before they're ready to leave their bodies, or the Word of Binding which allows her to swallow souls and become more powerful. Technically only a really powerful being (god or proxy) can use the True Words, but maybe a medium-power planeborn like a deva could use them for minor purposes like stealing mortal souls. Once she devours enough mortal souls, however, she can start stealing other planeborns' and then even gods'...
