Since WotC has no plans to ressurect our beloved setting (except for the occasional blasphemous article, or manual) perhaps the time has come for us to take matters into our own hands. Perhaps we could even convince the RPGA to start a Living Planescape campaign. And if not, why can't we just start our own? So what does everyone think of this daring plan?

The RPGA isn't doing new living campaigns.
As the setting isn't licensed to anyone, you wouldn't be able to start a fan supported living campaign either, as you don't have any in print material to base it on.
At best, you might be able to manage a D&D Campaign set in Sigil or something, but at present it looks like WotC is only using Eberron for those.

So it is a good idea (I'd play), but it won't be happening.

Isn't the setting currently in the hands of Planewalker.com ? And what does not having a license have to do w/creating a fan supported campaign? Planewalker is producing the "official" new material, there's your material right there.

As far as RPGA rules for such things go (the last time I checked them), games must use the current published edition of the rules for a setting. For PS, those don't exist. They (Planewalker.com) would have to complete and print publish a 3.5 version of the PS setting, or the RPGA simply won't sponsor it as a campaign. Since they can't publish like that, there is no campaign setting for prospective players to purchase, which means there is no way to support an RPGA campaign, living or otherwise.

Even if you get past that, you still need to get past the RPGA having approved a very small number of campaigns the past five years. There are currently four member enabled campaigns, and four RPGA run campaigns. The four member enabled campaigns are all supported by active D20 companies. (At least I think Living Death still is, the others definitely are.) Of the four RPGA campaigns, three are D&D Campaigns directly controlled by HQ - Living Force is a Star Wars vehicle, tied to the whole franchise, Living Green Regent is Forgotten Realms, and apparently ended, Mark of Heroes is Eberron, and also apparently winding down, and finally the half-member run behemoth that is Living Greyhawk, originally the flagship of the 3E system. The newest announced D&D Campaign is Xen'drik, which is set in Eberron. Somehow, I don't see a place for PS in there.

As I said, I'd love to see an RPGA PS campaign, just as I'd love to see and RPGA D20 Modern campaign. Regrettably, I don't see it happening. You might be able to get some PS Classic style adventures approved, but that would be it.
