I don't think there are official rules regarding floater domes, but some people on the boards have come up with rules like these. Try a Google search restricted to the WotC message boards for more hits.

Yes, any psion/wilder/or psychic warrior can power an Obsidian Engine. Shipfloaters are merely much better at it and can power them for much longer. I'm not sure where the rules are for Obsidian Engines, but you can probably find them in the Archive. If you need a fast a quick rule, just set PP/time at one thing for regular psionic characters and another much better rate for shipfloaters. I would suggest 1 power point/5 minutes for regular psionic characters and 1 power point/10 minutes for shipfloaters, or something like that. That works out to 12 pp/hour and 6 pp/hour respectively: meaning that a regular psionic character would need to spend 96 pp to keep a Silt Skimmer afloat for an 8 hour sift, while an actual ships floater would only require 48 pp. I would also expect a shipfloater to have lots of Cognizance Crystals on them: at least 15 powerpoints worth.

I would have larger ships be a larger drain an smaller ones a lesser drain. So a particularly small silt skimmer (say one that only has a crew of 6-12 people) might only require half as many points to keep afloat. While a particularly large one such as The Elfslayer (Andropinus's Flagship) would probably require multiple floaters powering it at the same time to even operate, and eating up an astounding 30 pp/hour in total from them. Of course Andropinus, could probably power it by himself in a pinch :D
