Whenever the Githzerai set off that psionic bomb on Athas to kill off the Githyanki. The surviving Githyanki mutated into Gith.This was most likely in the very late Blue Age.

It's not entirely clear. Black Spine doesn't give any dates, but says that the gith are the degenerate descendants of mind-blasted githyanki who were affected by githzerai "devastator" bombs millennia ago.

There is also the suggestion that the use of these bombs could have had something to do with the awakening of psionic powers in Athasians and the eradication of psionic parasites.

The timeline gives the date of Guthay's Agitation in the 8th World's Age for the first use of psionics on Athas, which is Free Year -13,963 (very early Green Age)

It's not a clear cause and effect, and Black Spine says that it's maybe only a rumor, but there you go. Those are the dates as suggested.

Yes, very important tidbit: Blackspine mentions its a rumor, while the other docs mention (vaguely) that the Rebirth might be the cause, so DMs choose what they want.

Black Spine mentions the presence of the Githyanki and Githzerai as fact, along with the de-evolution of the Githyanki into the Gith. It states the origin of psionics and such as theory.

If you follow the timeline and asociate the first use of psionics with the psychic bomb and that would be right.

Dragon and Dungeon mags have been running pretty heavy on the githzeri and githyanki lately. I think running a green age Githyanki invasion campaign would be fun. Then have the Githzerai bomb be the thing that finally stops the invasion, thanks to the intervention of the PCs of course.

I would not have the bomb effect all of athas I would rather stick to The Rebirth be the thing that makes everyone psionic.

What's this last bit? There are no psionic parasites on Athas whatsoever?

Not as free-roaming creatures, no. However, a bunch were bred as biological weapons in ancient Kalidnay - the adventure Merchant House of Amketch has more details on this. It suggests that Kalid-Ma might have travelled to another plane where they are common and captured them for use on Athas. They were never released on Athas, though. Kalid-Ma kept them sealed up in containers and the destruction of Kalidnay happened before they could be put to use.
