Curiosity

hey everyone
A player in my party plays a kender.
He really likes to play a kender, but the problem is that he isn't curious enough. That's why he asked me to get a little rule for be curious at
the right moment.
I have a idea but don't know it is a good one, so I ask your opinion.

The person have to roll with a DC 20. When he rolls a 20, the kender isn't intrested.
When he rolls between 11-19 the kender is noticing something and he become a little curious (the kender go investigate, but very carrefully).
Between 5-10 the kender notice something immediatly, without thinking he lets his curiosity lead him.
If the player rolls between 1 and 3, the kender goes made and would do anything to get what he wounds (the kender runs to the subject that look very intersting, with outher words "MISERY").

Do you guy's think this is a good system or do you have some ideas of your one.

DC against what? His Charisma check? His Will Saving Throw?

I'd rather roleplay the curious kender, but one has to be very attentive to the DM describing the surrounding they're in. If he wants to check a mouse hole let him check a mouse hole. If I'm the DM, I'd flip a coin to see if the hole is insignificant or ... have something that may be helpful or harmful to the party.

No it is not a DC against his Charisma or his Will.
He just has to throw a DC 20, that all (for making it easy:D )

if you still have some idea's or maybe a other rule, just say so

Remember when the kender in my old party said that.
Still keep a few (more like a lot) hold person/monster scrolls with me whenever a kender is in the group
