In the Verdant Passage it's mentioned that before Tyr was a blue age city, that is was a sacred wood, but I didn't know there is any history of Tyr before the blue age.

Tyr was a swamp during the late Blue Age (Tyr'nagi, something like that - the name was different), and I think one of the main Rhulisti cities of the time. Basically, it's always been important for one reason or another throughout Athas' history.

Its rumored that ruins of a rhulisti city lie beneath Under Tyr.

Er...

This is what I (once) compiled from The Verdant Passage. It should be enough of an explanation:
As you cross the seemingly limitless forest of stone support pylons that is Under Tyr, you come into a clear area that slopes down to a small cobblestone courtyard in which is found an immense building of granite blocks, the likes of which no living athasian has ever seen.

A great apron of stairs lead up to several pairs of ornate doors, each set into a high arch covered by a gabled porch. Beautiful windows of colored glass adorn the gables, each depicting a tall man with the head of an eagle, a huge pair of leathery wings, and the lower body of a coiled serpent.

High above the doors and gables are four pairs of tall, dagger-shaped windows flanking a statue depicting the eagle-headed figure in flight. The figure is also depicted in flight in those windows, carrying a bucket under its arm and sprinkling rain over a forest.

The doorways and inside are guarded by wraiths wearing full metal armor and pearly tabards decorated with the eagle-headed figure, with red plume rising from the crown of their helm, and carrying a metal-headed halberd.

Every inch of the inside of the church is carved with bas reliefs of fantastic creatures, and perhaps a thousand candles burn within.

The wraiths' faith in their ancient god and his teachings is what keeps the candles burning, not magic. Each time a guard breaks his faith, a candle goes out. At first glance it does not seem as if any candles have gone out since those guards became wraiths, thousands of years ago.

Once, when the Blue Age went on, there was a city - Tyr'agi - at the base of the mountains that jutted out of the sea. With the advent of the Green Age, an unending forest covered the former city and fantastic religions rose all over the land. A temple was built in the middle of the forest, dedicated to a god of the ancients. Later a swamp arose in place of the forest, and a city was built over the swamp by putting in place countless stone pylons to support a platform. The shrine stayed underneath, amongst the pylons, and so have its guardians.
Some more information can be found in City-State of Tyr, in the section on Under Tyr.

Btw, it looks like the "pylon" level of UnderTyr is pretty much empty, save for the Crismon Shrine. I've heard from others on this board, and read in some upcoming projects, that people have put intelligent undead, tribes, rebels, and other things on this same level.
As to what is found beneath UnderTyr...the remains of the rhulisti city of Tyr'agi?

Yes, thats what has been hinted. Hence the reason behind my post ;)

I'm pretty sure its detailed somewhere. Perhaps City-State of Tyr as you've already pointed out.
