Ship speeds

One thing I'd really like to see, is a system for having ships with varying speeds. There doesn't seem to be any way to have effective "raider" ships without them being faster than their targets.

I was going to post that in the piracy thread, but I think it deserves its own topic.

Apart from saying a "generic helm warp factor 6" powers the ship, what different ideas could be used to incorporate the effect of having ships with different speeds in space?

And should their "warp" (strategic) speed always be directly related to their "impulse" (tactical) speed? It'd be interesting to have a monitor ship that can't move much on a strategic level, but has very good tactical speed, or perhaps a fast transport that is the reverse of that (good strategic speed, bad tactical speed).
