The back of the book says it's for players and DM's. But the book gives stats on every factol NPC and other important figures. There's also "DM's Dark" sections on every faction...but they are very brief.

If this is a player's book, why does it include all of this info that seems like DM's only info?

Because scanners and and photocopy exists. The Factol's manifesto is probably the best role-playing tool to create faction characters. Just keep a few photocopies of what you want players to see and keep the rest to yourself...

Well, the Factol's Manifesto is a book that exists in character. So aside from specific game rule information, I think secrets in the book (especially the DM's Dark, actually) are in print in the game world and can be read by people who can find a copy of it.

Keep in mind that because The Factol's Manifesto is an in-character book, not all the darks, even the DM's ones, are going to be accurate. If your players read the book, definitely consider a lot of the secrets and rumors in there to be misinformation, and decide what the "real truth" is yourself.

I don't allow players to read Factol's Manifesto. I read them some quote if it is needed.
I try (as far as I can) to don't allow player to read also players handbooks.
After all.... why should a fighter PC be allowed to know the exact range of a fireball (being used by his wizard enemy)? And why should a PC wizard know the exact attack rate of a specialized fighter?
