I read about them in both the 1E and 3E manual of the planes, but what are they? What do they look like? Are they just positive and negative energy elementals? It describes them as "energons" whatever they are. Reminds me of energon cubes in transformers

They're not elementals. Elementals are spirits associated with various inner planar substances. They have sages, noble courts, artists and other things that human societies do.

Energons are something much more alien. Their minds are not at all comprehensible by non-energons. They may not even exist on their home planes, properly speaking - it's been suggested that they only become separate beings when they leave it. We don't even know for sure if they're intelligent - they behave as if they are, but their goals are so inscrutable, and it's impossible to communicate with them, so it's hard to tell for sure.

Xag-ya look like balls of crackling positive energy with eye-like spots on them; the energy of their bodies also forms tentacles. Xeg-yi look exactly the same, only they're made of dark negative energy instead of bright positive energy. Their stats and an illustration are in the 3e Manual of the Planes; they're also described, statted, and illustrated in the Planescape Monstrous Compendium Appendix III and in the 1st edition Monster Manual II.

There are other forms of energons, including the humanoid soulscapers and vicious soulmarauders of the Positive Energy Plane. Elsewhere, there are energons representing the other energy types: fire, electricity, sonic energy, and acid. These look basically like xeg-yi and xag-ya, but made out of a different energy/substance.

It would seem that they are positive and negative energy elementals then, if they are made of positive and negative energy. I just thought elementals yes are spirits made of the element, and in this case the "element" is positive and negative energy.

Also, what would you say the rule is for being in the 2 energy planes. It says in the negative energy plane you lose a level a round, then it wouldn't make sense that an undead creature can drain 3 levels from you in one strike, like some can.

The rules are correct. And why wouldn't it make sense?

Being in the plane of fire only deals 3D10 damage. That is a maximum of 30, still a maximized fireball by a level 10 caster does 60 points of damage.

The reason is simple that the energy on the planes is unfocussed, but in an attack it gets focussed on a smaller area, and so can have an increased effect.

Energons aren't spirits, though; they're organisms made of energy. They're a different sort of being altogether. They're different, physically, mentally, and socially, from elementals. Elementals don't have discernible anatomies, for example, and energons do.

Where are these found? One of the PSMCs?

They're from Bastion of Broken Souls.

Actually Dead Gods has an encounter with a Xeg-yi at Orcus' fortress in the NEP, so they apparently do exist there.
