That was one book that didn't appeal to me... until now.

Hmmm....definately up for consideration. I like the assignments of the smiley's Dave

And if one Chapter is Mystaran, does that make the whole book Mystaran? ;)

I think the best way to classify this and other 3.0/3.5 books is...contains Mystara content.

Which could be further delineated into...

Campaign useful - Content that builds or adds to what came before, like Elder Evils since it will provide some pages on Zargon becoming a world wide or regional threat along with progressive stages and encounters. Other such works would be those Dragon magazine campaign issues and the Savage Tide adventure path.

Fluff mention - No actual material beyond a throw away line or a reference on a map. I would put Book of Nine Swords in that category, and that map in Tome of Magic if they don't provide any details on that map that mentions the cleric from B3.

I got a chance to look at the Tome of Magic, and it is not just a fluff mention, the book has a few pages of Return to B3 Palace of the Silver Princess.
