Weapon and non-weapon proficiencies? I would think he would start with the same ammount given to the class group. Since the monk class belongs to the priest group, I would think he would begin with the same ammount as a cleric. (8 CP's for non-weapon, 8 CP's for weapon)

If you mean how many CP's that monk gets for race and class abilities, then the DM would have to make those from scratch.
