The spellslayer definitely has light armor proficiency and would probably get the spells listed as spell-like abilities at the appropriate levels. I think you might want to make DC's charisma based since they aren't memorizing and casting spells. I'd give them the wizard skill list and throw in a couple of rogue skills also (disguise, climb, move silently, hide, I can't remember off the top of my head if they actually had these or just used spell like abilities to mimic them). Spellslaying is the toughest of their abilities to deal with…might want to model it after the Assassin PrC's death touch. Given the flavor of the class you probably should have a prerequisite of not actually have any arcane spellcasting ability (in addition to the having seen magical destruction and being approached by the Spellslayer organisation). You also might want to have some ranks of knowledge (arcana) as a prereq, keeping in mind that it will be cross-classed for pretty much anyone who doesn't cast arcane spells. If you are doing this for 3.5 you might have the "stealthy" feat as a pre-req, too, or the one that is +2 to disguise and bluff checks. Chaotic alignment requirement is a no-brainer.
