I have been using the %s from Monster Manual as my guideline, but not sure how close that is. I'm not quite sure what you mean. 2- Using the frequency values from the MM works (65, 20, 11, and 4%), but I've never cared for the large gap between uncommons and commons. Depending on how magical your game is, you might try 40, 20, 10, 5, and 1%, respectively for spell rarity. While some might argue that 40% isn't high enough for common spells to be considered common, again, it comes down to how magical your game is. In Dragon Magazine they did an article with tables to random roll the entirety of the EM series. I didn't even realize they did that in Dragon, and I own every Dragon magazine above 30. You've made me curious now, though. :D 2- I don't know of any official breakdown of spell rarity. The spell compendiums don't have anything regarding this, despite having a spell frequency section. Uncommon spells are more suited to specialized circumstances or in nonhostile situations. Rare spells are those which have not come into full and common usage because of their novelty, and include a great number of “personalized” spells (those still named after the specific wizards who researched them). There could be additional categories of Very Rare or Unique spells (those newly created or found only in one ancient textbook), but these should be placed by the DM as specific treasures.
