The mount doesn't have to be LE in alignment, just evil and weaker than you. LE rules by strength, weaker creatures are to serve the strong. The DM could have a high-level evil priest perform some ceremony for you which twists the nature of the mount to the way of lawful evil - remember this is a fantasy game. As an example, I once had a gold dragon raised by red dragons, so the gold dragon was chaotic evil - a nasty surprise to the party who fought it. Alignments are guidelines for creatures - they are the most typical alignment of the creature. Either that, or you can force a stupid humanoid to be your mount, much like the midget and giant out of mad max beyond thunderdome - Ogres work well, or a yeti for cold climes. Previous poster gives good advice - evil and weak. I'd look at the Black Unicorn from Spellbound. 5+5HD, 3d12 on a charge. When it dies like all of your other mounts, take its horn and make a lance that 'does the same damage' as the unicorn. Can't beat that one. Or powder it for type N poison (save vs. poison for 25hp, or die; instantaneous). There are several options including a goat of travel and lucky for you no alignment restrictions! There is a very good ecology on the steeder in one of the older Dragon magazines. They essentially lock a duegar in a room with a baby giant spider. They come back in a few months after the spider has had a chance to grow. If the Duegar is still alive it means he has tamed it.
