Water particles in the air block normal vision by absorbing or deflecting light waves. They do so just as effectively for long wavelength light as they do for shorter wavelength visible light. I would suggest that in a thick fog, a creature detectable by infravision would appear to a PC with infravision as someone holding a small candle would appear to a PC with normal vision, i.e. - the PC would probably be able to detect their presence at a range of up to 15-20ft, but wouldn't be able to see anything other than an amorphous blob without getting within a few feet. Actually this can depend, some thought has to be given on how the fog or mist occures. Naturally occuring fog or mist occurs when there is a change in temperatures. in this circumstance one might well be able to argue that obscuring temperature changes do in fact affect infravision.
