I'm not sure if we ever got an official reason, but as Paizo have just released GAZ2 and GAZ14 as ESD's, which have never been done before, we can only hope that GAZ10 and WotI might be released as well.

I'd suggest e-mailing the webmaster at Paizo - my contact with him suggests he really knows what the words "customer service" mean.  :)
