As for how long it should take, it depends on how realistic you want to get or how abstract. If you prefer realistic, try 20 minutes minus 1 minute per point of intelligence per NWP gained. If you prefer abstract, no timed checks. The proficiencies are so disparate that a blanket rule wouldnt be reasonable. I build in enough downtime to the campaign so that when they are due a NWP they can just take one.
