Reaction Adjustment for Dex can lower the penalty. Rangers in 2nd edition can use two weapons with no penalty, but I did not see any rules for that in the 1st edition players handbook or the DMG. In 2E, any "S" melee weapon; the interesting thing being that, depending on where you looked it up, a shortsword was either S or M.
