Prerolled PCs are rarely any good. Some exceptions do exist, however. For example, X11 Saga of the Shadowlord has nice prerolled PCs with interesting background -- I remember using them both as PCs and as NPCs.
Also Five Coins for a Kingdom and DA4 City of the Gods have prerolled PCs who are more than just a collection of randomly generated scores.
B6 is not one of these, though. IIRC its prerolled PCs are indeed just a collection of randomly generated ability scores.

As said before, prerolled characters were usually just a random set of numbers not worth even NPC status...

Exception to the rule are the sample characters provided in the Basic Player's Manual... I also really like the pre-rolls in the CM and M series... (Fergus the Justifuer, Geoffrey of Heldann, Quillam Elm-Grower, etc.)
