First, take into account the frequency and power of dragons in your campaign. The more powerful, mysterious and rare that dragons are, they probably deserve better stats. Assuming this is a polymorph (self) version of the change, int/wis/cha could all very well be based upon dragon stats. As this dragon is a fighter, I would roll/give it physical stats(str/dex/con) appropriate to a fighter in your campaign; perhaps even better. Not in this case (you stated it was a fighter), the dragon could be a mage or other class (with appropriate stats instead). If this was a polymorph (other) spell, I would make the dragon roll totally random stats.
