I'd see the situation unfold such that these 'Shield Baronies' are holdings for the war-wizards; those magic-users that must play their combat-magic to gain estates. They would then utilize both magical and military defenses to protect themselves, likely bolstered with mercenaries and monsters. The more I think about it, this could be a basis for an interesting campaign twist involving magic-user students in Glantri.
