Literacy & aristocrats

An older version of the current prerelease document stated, for the Literacy skill:
Unless you are born as a noble (i.e. you have taken starting levels in the aristocrat class), you are not automatically literate in all languages that you speak.

It as been written-out of the skill.
Anybody know why?

Is there going to be a write-up of the NPC classes found in the DMG (i.e. expert, aristocrat), with some DS changes if appropriate?
And if so, in what future document is it going to appear?

And this seams particularly ridiculous but I got to ask. In TotDL, under Chapter 3, Special Attacks, it states :
Consult the rules in the Dark Sun Player's Handbook for more information on defiling and dragon magic.

Is this an artifact of some old idea, an error that never was spotted, or is there also going to be a DS DMG, an such??

Well, TotDL was done a while back. The DS Players Handbook (now called DS3) has rules for defiling magic. It just doesn't have them for dragon magic (yet). Whenever we get to advanced beings, then these rules wil materialize.
