How do you handle outsiders of all types within a Dragonlance campaign?

I still prefer the classic wheel cosmology over the DL cosmology shown in the DLCS, so outsiders are pretty much the same as in other D&D worlds.

Outsiders have had a very small role in Krynn throughout the books, especially good Outsiders. This doesn't mean they do not exist.

Fiends are touched upon once and a while but they are rarely used as rank and file creatures, rather they are powerful beings who are rarely even seen. I never liked the basic DnD premise that Outsiders just wander the lands, doing everything willy nilly. I always thought that they should be rare and enigmatic, far above the ken of most mortals.

Shape changing is a must for almost any Outsider on Krynn. Demons and Angels walking in the guise of humans, elves, or even Kender can be interesting. I see the Celestials in mortal form acting somewhat like Fizban did, pushing the PCs in the direction that helps further that Celestial's goals, but only doing so subtley and never being noticed. Except in Total Extra-Planar conflict Celestials should be hidden, rarely directly assaulting the forces of evil due to the pacts between the gods about non-interference.

Evil beings could place themselves in positions of power impersonating Mages, Kings, or even respectable Heroes. Even better fiends stand behind and to the right of the King/Mage/Hero whispering in his ear and pushing him. Rarely would such a creature yell "Hahaha! I am the Balor Blackguard Poooooluimbain, and I shall destroy your children and eat your children," because if he did that a thousand heroes would try to kill him (Sure, lots of them will die horribley but it IS a terrible nuisance to kill all of those guys with swords), some Mage or Cleric would figure out a way to bind him, a Good Dragon or a ****** off metallic dragon would eat him, or a God would yell "What'chu talkin about, Willis?" and Smite Him with the +5 Evil/Balor/Blackguard Bane Divine Sack of Potatoes
