The cosmic Lawyer- A prestige class for Guvners and loopholes

Cosmic Lawyer

This is pretty much a mage belonging to either the fraternity of order or the Mathematicians (Splinter Sect of the Guvners), that’s found out some loopholes in the multiverse. For purposes of this prestige class, Mathematicians can take the Guvner specific feats.



THE COSMIC LAWYER

Requirements-Guvner or Mathematician, Lawful
Knowledge(3 skills)-13 ranks, Profession(Lawyer)-13 ranks
must be able to cast 5th level arcane spells
Must have at least 4 of the fraternity of order specific feats, at least one of which must be minor loophole(ON the Planewalker site)



Hd-D4
Bab-Poor
Skill points- (2+Int Mod)
Skills- As wizard
Saves-As wizard

3 Loophole 2, +1 Caster Level
4 Loophole 2, +1 Caster Level

9 Loophole 5, +1 Caster Level
10 Loophole 5, +1 Caster Level



Loopholes(Ex)he Cosmic Lawyer has found out a loophole to the inner workings of the multiverse. They can pick one of the following abilities each time they gain a level



Level 1 Loopholes-
Warp space-
The CL can warp space. As a free action, all their forms of movement are doubled, but they suffer a -4 dex penalty


Predigistation at will

Rewrite Rules-
1/week, the CL can make a Prof(Lawyer)check to change the laws around them in a minor way(For example, you could make it legal to enter a certain area without permission)
DC
Local laws, Loose Laws, “Laws” of a abyssal fortress, etc-20
City laws-30
Beaurocracy-35
Nine Hells, Similar places-50
If they succeed, all within 20 + 5/Cl level ft must make a will save(dc 10 + ½ total level + cha Mod) This counts as a charm effect. If they fail, they believe the law to be different. (Belief has power in the planes, and what are rules if not a common belief in a code of conduct? If enough people believe the law to be different, it’s different)

Power of Probability-The CL can take 10 on any D20 roll. They can use this ability Int mod/day







I’d really appreciate any Ideas, comments, questions about this class. I think it may be overpowered, but I’m not sure. I also need more ideas for loopholes

Well, you forgot the other class features, namely hit dice, skill points, class skills, BAB, and saving throws. I assume they're equivalent to a wizard's or sorcerer's, but you don't say. In any case, this class is almost certainly overpowered IMO. When you're making a prestige class, ask yourself whether there's any reason why anyone in their right mind would NOT take the class.

In this case the one mitigating factor that might bring it down to a reasonable power level are the prerequisites. Most characters aren't going to have maxed-out ranks in three different Knowledge skills and a Profession skill except maybe bards (and they're excluded from taking this class by virtue of their alignment). But if a sorcerer or wizard does qualify for the class, what are they giving up by taking it? A single level of spellcasting, a few familiar abilities, and in the wizard's case, a couple of metamagic feats. This is in exchange for pretty powerful abilities at every level. Okay, the Rewrite Rules ability isn't that impressive (and this is another problem; the powers don't seem balanced with each other), but look at Warp Space. This essentially allows you to cast a 0th-level spell and a quickened 1st-level spell (Expeditious Retreat) at will. The Dex penalty offsets this a bit, but since (I presume) it's only in effect when you're moving, it really doesn't mean squat unless you're having to make Balance or Tumble checks or are getting shot at. If you made this into a magic item, even assuming a caster level of 1, it would be worth 6,000 gp. ((1x1)+(1x0.5)) x 2000 [use-activated] x 2 [no space limitation].

I figured that the skill and feat requirements(Non human must spend all nonbonus feats on guvner feats to qualify), and high starting level would balance it somewhat. I don't think quickened expeditious retreat at will with an offset is overpowered for an 11th level wizard who can teleport.

Maybe I should add another prerequisite in there, but I don't know what else to put in to balance it.

Because I find it hilarious, that's why. Just trying to imagine the people I play with roleplaying one of these is pretty amusing.
