How to mess with a Guvner

If I'm interpreting the Guvner's faction write-up correctly (and I doubt I am) it seems that the Guvners believe that any laws (or rules or whatever they call them) made are actually "found" by the person who made them, and if this is so, then I have a way to mess with them good, I do, anyway, you can just follow these simple instructions and you'll have the last laugH! MWAHAHAHAHA! (by the way, Guvners is an incredibly boring Nickname, even for a boring faction, from now on, I'm calling them the Shirleys, yes, that's muuuuch better):
Step 1 (THE MOST IMPORTANT STEP): Start a tiny nation, you don't even really need a population or anything, but it may have to be officially recognized by someone or something or other etc. It doesn't really matter, this step isn't important.
Step B: Tell the Shirleys you have a new nation and that you're mak-er "finding" some new laws they should come check out. If they ignore you, call them hippocites, it worked for me. I mean, err.... didn't... work for me, this is purely theoretical, of course, yeah...
Number 24: Mak- er, FIND a bunch of laws, they can be basically anything, from making all the Shirley's your slaves to... hmm, I don't need anymore examples, that one's good enough.

I'm tired of Shirleys now, how about I call them Guvners, ah, now that's a good name, glad I thought of it.
[walks off mumbling about Guvner slaves]
Note: If a) this doesn't work 2) this is incomprehensible 77) anything else, it's not my fault.

Stupid idea. You law works only in your little nation, it has no power elsewhere.
Should you annoy them too much they will just "convince" the nearby ruler of a BIG nation to declare war on you and remove you nation from the maps.

Seems like a Chaosman is on the loose with some extra-barmy ideas... I wonder if I should take him to the Gatehouse where my fellow bleakers may treat his dillusions....

I'm sure the Guvners have run into the laws of 2 different institutions contradicting before, and I'm sure they would consider the sigilian laws much higher than the laws of some one person token country.

You do realize a Guvner just has to obey your laws when inside your nation, don't you? They may recognize it from their kip in Mechanus, but bowing to it? Nah, only if they're in your territory, which shouldn't be large in most cases, and chances are they'd stear clear of it anyway.

Of course, suppose you make one of them your slave, they would probably use the fact that your nation is inside the territory of another authority, and that you have to bow to such an authority, which has no rules about slaving Guvners, and command you to release their fellow. If you don't, the case would be brought to court and you would face a nightmare law-suit that even the Baatezu would be afraid of.

Anyway... *sneaks carefully after YehovahZ and hits him on the back of the head with a staff, then drags his unconscious form all the way to the Gatehouse, where he is given a nice room with a fat man who claims to be a rock star of some useless prime world*
